createGlobalWithdrawInstruction(accounts, args, programId?): TransactionInstruction
Creates a GlobalWithdraw instruction.
Parameters
- accounts: GlobalWithdrawInstructionAccounts
  that will be accessed while the instruction is processed
- args: GlobalWithdrawInstructionArgs
  to provide as instruction data to the program
- programId: PublicKey = ...
