Function createGlobalEvictInstruction

createGlobalEvictInstruction(accounts, args, programId?): TransactionInstruction
Creates a GlobalEvict instruction.
Parameters
- accounts: GlobalEvictInstructionAccounts
  that will be accessed while the instruction is processed
- args: GlobalEvictInstructionArgs
  to provide as instruction data to the program
- programId: PublicKey = ...
Returns TransactionInstruction
