Function createGlobalCleanInstruction

createGlobalCleanInstruction(accounts, args, programId?): TransactionInstruction
Creates a GlobalClean instruction.
Parameters
- accounts: GlobalCleanInstructionAccounts
  that will be accessed while the instruction is processed
- args: GlobalCleanInstructionArgs
  to provide as instruction data to the program
- programId: PublicKey = ...
Returns TransactionInstruction
